Step 1. Sign in as the root user
Sign In to the Console on aws.amazon.com with the root user email and password associated with the account. The root user is the original owner of the account and has unrestricted access to it..
Step 2. Terminate all active services
Visit each AWS service you're using and manually terminate or delete the resources. This includes stopping and terminating EC2 instances, emptying and deleting S3 buckets, deleting RDS databases and removing EBS volumes, Load Balancers, etc.

Go to Billing and Cost Management Console and then to Subscriptions. Beside each active Marketplace subscription, click on Manage and then click on Cancel Subscription.
